SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon “GORING” {SAOLA} was estimated based on all available data at 260 km East of Tuguegarao City, Cagayan or 260 km East Northeast of Casiguran, Aurora (17.5°N, 124.2°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Northward at 15 km/h. Southwest Monsoon affects Central and Southern Luzon, Visayas, and Mindanao.
