SYNOPSIS: At 3:00 PM today, the center of the eye of Super Typhoon “GORING” {SAOLA} was estimated based on all available data at 165 km West Southwest of Basco, Batanes (20.4°N, 120.3°E) with maximum sustained winds of 195 km/h near the center and gustiness of up to 240 km/h. It is moving West Northwestward at 15 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
