SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon “GORING” {SAOLA} was estimated based on all available data at 220 km East of Aparri, Cagayan or 220 km East Northeast of Tuguegarao City, Cagayan (18.4°N, 123.7°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving North Northwestward at 10 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
